BACKGROUND:

The City of Detroit went live with Oracle Cloud in March of 2016. Key statistics of the current financial management system (Oracle Cloud) include:

  • 17 Functional Modules (including AP/ AR, GL, Fixed Assets, Procurement, Expenses, and Cash Management)
  • Successful implementation of seven major releases since 2016
  • Approximately 2K users

DESCRIPTION:

The Office of the Chief Financial Officer is seeking to fill a Financial Analyst Manager IV (Director of ERP) position which serves as the functional lead of the Program Management Office (PMO) for the City’s primary ERP. The Director of ERP works closely with the City’s Department of Innovation & Technology Help Desk and Applications Team, as well as contractors the City employs through a Managed Services contract.

This position is a managerial position that involves directing the work of an organization, usually through subordinate Managers and/or Supervisors. Managers are accountable for the success of specific line or staff programs, monitoring the progress of the organization toward goals, and periodically evaluating and making appropriate adjustments. Subordinates include Financial Analyst Manager III, Supervisory Financial Analysts, Financial Analysts, Auditors, other professionals, and paraprofessionals who perform financial analysis work. Financial Analysts focus on financial and operational planning and analysis including strategic planning, budgeting, forecasting, financial modeling, and detailed financial analysis. Financial Analyst professionals prepare weekly, monthly, quarterly, and annual reports in which the Financial Analyst will compare financial and operational results using actual, historical, budget, and forecast data. Financial Analysts monitor the implementation of the City's budget to ensure compliance and develop financial and operational metrics to measure progress. Three major functions performed by a Financial Analyst include financial planning and analysis, cost studies and alternative analysis, and compliance and ad hoc analysis.

Examples of Duties:

  1. Create, lead and/or participate in ERP division activity.
  2. Serve as the functional project manager for the use and optimization of the City’s financial management system, Oracle Cloud.
  3. Serve as the owner of the Oracle Cloud Projects module with responsibilities for providing subject matter expertise, troubleshooting, and functionality optimization to end-users.
  4. Manage all aspects of Oracle Cloud training.
  5. Serve as the primary internal and external point of contact for all ERP division matters—including correspondence with City of Detroit executive/legislative personnel, vendors, industry organizations, and other relevant parties.
  6. Lead, grow, and strategically leverage the Oracle Cloud Municipal Group—a LinkedIn group composed of public sector organizations using or interested in using Oracle Cloud.
  7. Continuously develop, implement and maintain policies, procedures and goals—which incorporate leading practices—to ensure ERP division activity is efficiently executed.
  8. Determine, implement and maintain service levels, priorities and resource allocations needed to achieve ERP division near, mid and long-term goals.
  9. Hire, onboard and/or direct a subordinate staff of professionals and paraprofessionals conducting various levels of duties within the ERP division.
  10. Monitor the work of and coach subordinates to improve performance.
  11. Identify developmental and training needs of subordinate staff and make provisions/recommendations for such development and training.
  12. Hire, onboard and/or direct external professionals and/or temporary employees to achieve ERP division goals as warranted.
  13. Monitor the efficiency and effectiveness of the ERP division organizational structure, staff assignments, service levels and administrative systems and make recommendations for improvement as warranted.
  14. Prepare a monthly status report of ERP division projects and key activities inclusive of performance metrics for the Director, City of Detroit executive leadership, and other parties as directed.
  15. Develop, analyze, maintain, correct, and report on ERP division fiscal activity.
  16. Perform special projects and other duties as assigned.

 

Manages a subordinate staff of managers, supervisors, professionals, and paraprofessionals who perform professional financial analysis work including financial planning and analysis, cost studies and alternative analysis, and compliance and ad hoc analysis.

Broad duties and responsibilities include: Decisions affecting the basic content and character of the operations directed; Decisions on long-range planning; periodic and comprehensive evaluation of program goals and objectives; Decisions on organization improvements; Decisions which have an impact on relationships with other groups; Decisions substantially affecting economy of operations; Decisions involving key officials; Decisions on work problems presented by subordinate Supervisors and Managers; Collaborates with heads of other units to negotiate, decide on, and/or coordinate work-related changes affecting other units; Advises officials with broader and higher responsibilities on problems involving the relationship of the work of the unit supervised to broader programs, and its impact on such programs; Plans work to be accomplished by subordinates; Sets priorities and prepares schedules for completion of work; Assigns work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of employees; Gives advice, counsels, or instructions to individual employees on both work and administrative matters; Interviews candidates for positions in his unit; Evaluates Supervisors and Managers; Reviews evaluations made by Supervisors on other employees; Makes selections for nonsupervisory positions, recommending selections for Supervisors and Manager positions; Hears group grievances and serious employee complaints, or ones not resolved at a lower level: reviewing serious disciplinary cases those proposing suspensions and removals, and disciplinary problems involving key employees; As needed, consults with specialists on training needs, and deciding on training problems related to the units supervised; Identifies developmental and training needs of employees in consultation with the Chief Learning Officer; Provides or makes provision for such development and training.

 Minimum Qualifications:

Education

Bachelor's Degree from an accredited college or university with major course work in accounting, finance, business administration, information technology, management information systems, or a closely related field.  Such education must include at least twenty-four (24) semester (36 terms) credits of coursework in accounting, finance, or economics. 


Licenses/certifications in Oracle systems, accounting, and/or project management are preferred, but not required. Experience with a cloud-based financial management system and/or ERP implementation/managed services is preferred, but not required.
 

Experience 
Minimum of six (6) years of total experience is required: Four (4) years in finance, accounting, project management, and/or management consulting and two (2) years in a supervisory capacity over finance, accounting, project management, and consulting professionals.
