Nature of Work

The purpose of this job is to serve as the principal public procurement officer for the City. Is responsible for the procurement of all goods and services for the organization in accordance with applicable federal, state and local laws, ordinances, rules and regulations. Has signature authority to enter the City into contracts. Plans, manages, coordinates and organizes the procurement activities including providing professional support and sound contractual advice to all stakeholders.
  • Supervises the work of assigned personnel; participates in hiring, training and disciplinary actions; delegates work assignments; conducts performance evaluations
  • Reviews approval all procurements conducted by any designee, department or city employee to ensure compliance with all applicable laws and procurement policies and procedures; reviews requisitions for accuracy and detail of departmental specifications
  • Prepares or supervises the preparation of solicitation documents, the evaluation of proposals and bids and preparation of contractual documents
  • Awards procurements within authority or recommends the award of procurements to the City Commission
  • Reviews and executes contracts, purchase orders, change orders and other procurement documents
  • Designates surplus and/or obsolete supplies; determines correct procedures for the sale, trade or disposal of surplus/obsolete items
  • Consults with all levels of the organization, including top management and project managers to provide professional support and contractual advice on procurements
  • Plans, coordinates and strategizes procurements to meet the strategic goals of the City, minimize inefficiencies and ensure that procurements are fair equal and open, encourage competition and provide the best value to the City
  • Review policies and procedures governing procurement in order to improve upon and standardize the process; communicates purchasing policies and procedures to personnel; interprets policies and procedures as necessary
  • Makes determinations with respect to bid protests and contract claims
  • Develops, recommends and monitors the department budget
  • Prepares reports which accurately represent the department activities
  • Represents the department to other governmental departments, other agencies, suppliers and the legislative body
  • Provide and coordinate training on City purchasing policies and ongoing compliance
  • Performs related work as required
    Minimum Training and Experience
    • Required Education and Experience
    • Bachelor's degree in business administration, accounting, or closely related field
    • At least five (5) years of progressively responsible experience in purchasing which included experience in supervising subordinate purchasing personnel; or any equivalent combination of training and experience.
    • Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities
    • Desired Licenses or Certifications
    • CPPO certification
