PURCHASING MANAGER

The City of Portage is seeking experienced professionals for the position of Purchasing Manager. The incumbent leads and coordinates activities involved with the purchasing, risk management and contract administration functions for the City of Portage. This role provides administration of a uniform, ethical and reliable system of procurement for projects and services while ensuring adherence to all federal, state and local regulations. Develops and distributes bids and requests for proposal packages within budgetary limitations. Performs bid openings and conducts pre-bid meetings. Prepares contracts and recommends approval of change orders and pay estimates. Maintains procurement records such as items or services purchased, costs, delivery and product quality or performance. Assists the Deputy City Manager in the administration of the risk management insurance programs, liability insurance, third party contracts, selfretention funds and other risk coverage; recommends improvements as necessary.Coordinates property damage and personal injury claims, prepares and submits claims to insurance company.

The selected candidate should possess a Bachelor’s degree from a 4-year college or university in business, public administration or related field. Five years of experience in purchasing or related field or an equivalent combination of education and experience desired. Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) designations desired. Incumbent will be required to earn CPPB certification within first year.
