Assistant Revenue Services Director, City of Battle Creek

Job Summary:

Performs complex professional work assisting with the direction of the City’s financial and tax-related affairs. Audits and approves liquidated claims against the City, prepares revenue estimates and financial reports, and performs related work as apparent or assigned. Work involves assisting in the design and implementation of policies and goals under the direction of the Revenue Services Director. Direct oversight and supervision of Finance department staff.

Essential Functions:

  • Assist in the planning, directing, and maintenance of control over all municipal accounting and related financial record keeping activities, including the maintenance of a uniform chart of accounts. Assist in the development and approval of departmental policies for matters involving finance operations.
  • Serve as the Revenue Services Director as required, advising the City Manager and Assistant City Manager on financial matters. Attend City Commission and other meetings as necessary to clarify/explain programs and activities.
  • Receive, review, and process revenue estimates, financial reports, and other accounting estimates for current and new fiscal years. Assist in the management of the annual audit and budget process, including the capital improvement program, the priority based budgeting program and assist in the preparation and submission of all city budgets to the City Manager.
  • Assist in the review and processing of bond applications and all reports related to the issuance of bonds, prepare official statements, administer the sale of bonds working with financial advisors and underwriters, insure post-issuance compliance, track and allocate bond proceeds and expenditures.
  • Direct and manage the investment and disbursement of all City funds and control cash flow; act as backup point of contact for banking partners including credit card processing partners.
  • Analyze and review rate calculations for water, sewer, and garbage as well as internal charge model rate calculations.
  • Assist the Human Resources department by analyzing financial components of retirement and pension benefits programs. Assist in the administration of retirement health insurance programs for Police and Fire employees. Serve as backup for the Police & Fire Retirement System Administrator as needed.
  • Handle citizen inquiries, comments, complaints, and official appeals regarding departmental operations.
  • Participate in contract negotiations with labor unions; prepare financial data for negotiations; participate in litigation proceedings as needed.
  • Assist in the recruitment and selection of departmental personnel; assign, direct, train and inspect the work of staff; reward, discipline, counsel, and evaluate staff performance; oversee staff development and participate in succession planning.

Physical Requirements/Working Conditions:

This work is sedentary and requires little to no exertion of force; work regularly requires sitting, bending, reaching, hand dexterity (grasping, holding, keyboarding, repetitive movements), reading, writing, eye-hand coordination, seeing (near and/or far, color, depth, field of vision), hearing, using the telephone, contact with government officials and the general public, working overtime, and working inside and alone.

Minimum Qualifications:

  • Bachelor's degree with coursework in business or public administration, finance, accounting, income taxation, or related field.
  • 6 years’ experience in local government accounting.
  • 3 years’ experience in a supervisory capacity.

Special Requirements:

  • Prior experience with implementation of ERP system(s).
  • Prior experience with the direction of investments.
  • Valid driver’s license in the State of Michigan.
